Levels
Levels are the progression that runs through both halves — the rungs from newcomer to governor. A level isn’t just a syllabus reached; it’s a grant. Climbing a rung opens the coursework for that level and the real access that goes with it — app rights, a VM, and the work you’re now cleared to take on.
This is the spine shared with work: a proving-level learner maps to work’s proving rung, a contract-level learner to contract work, and so on up the ladder. You climb learn and work together — the level you’ve reached in one is the level you hold in the other.
