The Machine
Automation is the manager. The machine governs the routine — minting callsigns, running the volunteer lifecycle, suspending misuse, alerting on failure — and the human governs the exception.
Routine response is automated; a compromise at the zone or node level escalates to the edge router and, at the top, to the Custodian’s hand.
